The focus of HPM is on health promotion by teaching the individuals to manage their own health. It is what health promoters do, and it is possible to move in and out of different approaches depending on the situation. This model considers ill health as a biomedical problem (Goodson, 2009) and hence, technologies and medicines are used to cure the disease. The National Health Promotion Strategy (2017-2021) will raise the bar for higher quality health promotion across the country, addressing the operational and programmatic needs within the Ministry of Health and Sanitation (MOHS). Our logic model is consistent with a recent literature review of the components for developing and reinforcing positive partnerships.
